I honestly don't see this ruling as bad news. From my understanding, parents are not having their "right" to homeschool their children taken away, they are simply being required to show that they are qualified to homeschool. Parents would be in an uproar if schools suddenly said "teachers no longer have to have any experience or education to teach...they can teach whatever subject in whatever grade they so please". Parents would want some sort of quality assurance, would they not? They would demand that the teacher be qualified to teach their child.
I see this ruling as a way to help ensure that the children of California have more of a shot at being on the same page. While some homeschooled children are performing at well above their "grade" level, there are those that performing a well below their "grade" level because their parents or tutors are not teaching them what they need to know.
Homeschooling is a wonderful and beneficial thing for some families, but it's not something to be entered into lightly. If the parents in California are serious about homeschooling & value education, they should have no problem with the bar being raised just a bit higher.
